MINUTES OF THE PARISH COUNCIL MEETING HELD ON

THURSDAY 18th FEBRUARY 2021 VIA ZOOM

 

Present:          Cllr D Windle (Chairman); Cllr R Akeroyd; Cllr C Harrison;

Cllr R Spinks; Cllr B Taft; Cllr T Williams; Cty Cllr Judith Twigg;

District Cllr Mark Wakeman; Mrs A Fox (Clerk)

Mr Anthony Savage of Census 2021 Promotion & Awareness attended the first part of the meeting.

           

13.21               Apologies for Absence: Cllr V Sidery; District Cllrs Alyson Hill &

14.21               Declaration of Members’ Interests: None

 

15.21               To receive and approve requests for dispensations from members on matters in which they have a Disclosable Pecuniary Interest: None

 

16.21               Public Participation:

 

1)         Mr Anthony Savage reported on the forthcoming Census as follows:

  • The Census takes place every 10 years and will be taking place on Sunday 21st March 2021. The Census is vital because it provides the Government with the information needed to plan for society’s future requirements.
  • The Census will be primarily in digital format, but paper copies will still be available. A unique access code will be sent to households to enable online access. A telephone number will be available for the request of paper copies.
  • Completion of the Census form is obligatory and a fine will be imposed for non-compliance.
  • The Census form is anonymous so no personal information is divulged.
  • Assistance will be available and easily accessible for anyone having difficulty with completion of the form.
  • Anthony will advise whether carers can complete the form on behalf of their disabled clients, who may not be able to complete it themselves.

 

Anthony departed the meeting at 19.55 pm.

 

2)         Cty Cllr Judith Twigg reported on the following:

 

  1. a) Council Elections: These will take place on 6th The public are being encouraged to use postal voting.
  2. b) Flood Channel, Highfields: Work completed. It was agreed that a maintenance scheme now needs to be put in place.
  3. c) Construction Work, Greaves Lane: Cllr Twigg reported that action is being taken to clear the footpath obstructions.
  4. d) Water Flowing across A6: Cllr Twigg is taking action.

 

3)         District Cllr Mark Wakeman reported on the following:

 

  1. a) Visit by Sarah Dines and Judith Twigg to Highfields Flood Channel: Cllr Wakeman had thanked Sarah and Judith for their visit. The Chairman expressed disappointment that the parish council had not been invited. Cllr Wakeman explained that Sarah had not wanted to convene a large meeting because of current Covid limitations.

 

17.21               Minutes of the Parish Council Meeting held 14th January 2021: The minutes were proposed by Cllr Williams as a true record, seconded by Cllr Akeroyd and will be signed by the Chairman at the next face to face meeting.

 

18.21               Confidentiality: None

 

19.21               Items reported by the Clerk:

 

91.20 1)           Public Conveniences: It was reported that the conveniences may re-open, depending on the outcome of the Prime Minister’s announcement on 22nd February.

 

91.20 2)           Play Area: The play area inspection report from Kompan was discussed. Cllr Taft agreed to compile a spreadsheet detailing the items requiring attention. It was agreed that all necessary repairs should be completed by Easter.

 

32.19 4)           Dog signs in Hall Orchard and other signs: Dog signs had been received and will be erected.

 

16.20 2)           Culvert/Flood Channel at Highfields: Work now completed but will require ongoing maintenance. It was agreed the area around the channel now requires turfing. Cllr Taft agreed to obtain a quotation from Phil Riley.

 

103.20 2)         Speed Awareness Day: A vote was put to the parish council as to whether the current speed limits in the village required lowering. The vote was in favour of leaving the speed limits at their current levels. Cllr Wakeman agreed to obtain a ‘20s Plenty’ sign for the parish council to consider.

 

92.20 2)           Wall near conveniences requiring repair: On hold until the spring.

 

115.20 2)         Memorial Benches:

 

  1. a) Memorial Bench Requests: Three requests had been received for memorial benches. A recycled plastic bench had been identified by the parish council for recommendation as less maintenance is required than for a traditional wooden bench. The Clerk was requested to send details to the applicants.
  2. b) Bench requiring repair: A bench dedicated to the late Aileen Wagstaff requires repair. The Clerk was requested to contact the family.

 

104.20 2)         Boundary Wall and Trees, Riverside Hotel: A letter and 2 emails had been sent to the Riverside Hotel. Further contact will be made once the Hotel opens again.

 

116.20 1)         Maintenance to Pump Shelters: Cllr Williams had contacted Mr Lomas and Cllr Windle is trying to contact Mr Brocklehurst.

 

116.20 3)         Cemetery: Phil Riley had reported that many of the graves had sunk at varying degrees, causing mowing difficulties. The Clerk was asked to obtain a quotation from Phil for consideration at the next meeting.

 

127.20 3)         Replacement Street Lighting in Ashford: Ongoing. Cllr Harrison actioning.

 

140.20 3)         Street Cleaning: Completed.

 

07.21 2)           Parish Estimates: Submitted.

 

08.21 1)           Railings outside Ashford School: Awaiting removal by Phil Riley.

 

140.20 1)         Telephone Box Usage: BT had confirmed that they will maintain responsibility for payment of the electricity supply, reserving the right to disconnect. A quotation of £250.00 had been received for painting inside and outside the telephone box. This was agreed.

 

08.21 2)           Water flowing across A6 from damaged drain near junction of A6 and A6020: Cllr Twigg is actioning this.

 

08.21 3)           Loose Barrier on Hill Cross: A job number has been raised by DCC.

 

19.21 1)           Dates for Annual Parish Meeting and Annual Meeting: To be arranged at the next meeting following government announcements regarding Covid restrictions.

 

19.21 2)           Request for Payment of JK Plumbing & Heating Invoice: The Clerk was instructed to pay this.

 

19.21 3)           Covid Grant: The Clerk reported having made an application for the Covid grant available following the second lockdown, but had been informed that the parish council was not eligible. The reasons given were that the revenue from the conveniences did not represent 50% of the parish council’s total revenue, and that the parish council did not qualify for the B & B grant.

 

20.21               Items raised by Members:

 

20.21 1)           Damaged Post near Ashford Arms: Responsibility of the Ashford Arms

 

21.21 2)           Flood Spoil on Church Street: Resolved.

 

21.22 3)           Betty Lane: Cllr Taft agreed to ask Phil Riley to carry out the work required on Betty Lane.

 

21.22 4)           Green Garden Waste Bins: Cllr Wakeman reported that green bin collections are due to start shortly. Cllr Wakeman also agreed to find out when payment for the green bin service is due to commence.

 

21.22 5)           Christmas Tree Disposal: The Clerk was requested to put an article in the parish magazine informing residents that they are responsible for disposal of their own trees as they will not be picked up.

 

21.22 6)           Adoption of Ashford Village Road Sign: The Clerk was requested to complete the relevant application form.

 

21.22 7)           Quotation for new drain gulley for car park: Cllr Taft has requested this.

 

21.22 8)           Monsal Head Road Sign: Needs replacing. Cllr Wakeman agreed to contact Cllr Twigg.

23.21            Correspondence:

 

  1. a) Email from Bakewell Rotary Club re building and maintenance of a well in Ashford: It was agreed to decline this offer.
