ASHFORD-IN-THE-WATER PARISH COUNCIL Clerk: Mrs A J FoxDerwent Cottage, Calver Bridge, Calver, Hope Valley S32 3XATelephone: 01433 631689Email: angelafox@btinternet.com MINUTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 29th OCTOBER 2019 IN ASHFORD INSTITUTE Present: Cllr D Windle, Cllr R Akeroyd, Cllr V Sidery, Cllr R Spinks, Cllr B Taft,Cllr T Williams, Cllr J Twigg, Cllr M Wakeman, Mrs A Fox, (Clerk), 111.19 Apologies for Absence: Cllr C Harrison, Cllr A Hill, 112.19 Declaration of Members’ Interests: None 113.19 To receive and approve requests for dispensations from members on matters in which they have a Disclosable Pecuniary Interest: None 114.19 Public Participation: Cllr Twigg reported on the following: 106.19 1) Vegetation at junction of A6/Buxton Road: Vegetation now cut back. 114.19 1) Culvert – Dukes Drive/Buxton Road: This culvert has collapsed. Cllr Twigg has reported this. 106.19 3) White Lining: White lining had been requested in the following locations:
- a) Junction of Watts Green/Church Street: DCC had responded saying that this is a police matter.
- b) Entrance to car park on Court Lane: DCC had responded saying white lining would not be possible as this is a private access.
Cllr Twigg agreed to arrange an inspection and to inform the parish council when the inspection would be taking place so that a parish councillor can arrange to be present. 114.19 2) Dog Signs: Cllr Twigg circulated a quantity of dog signs. 114.19 3) Overgrown Hedge on A6: Cllr Twigg was informed. 114.19 4) Drains: The parish council expressed the view that the drains should be cleared as and when required, rather than in accordance with a fixed schedule. The parish council also need to be informed when drain cleaning will be taking place so that arrangements can be made for cars to be moved. Cllr Twigg agreed to pass on this information. 114.19 5) Street Lighting in conservation area: Cllr Windle pointed out to Cllr Twigg that heritage lights rather than LED lights should be in operation in Ashford as Ashford is a conservation area. 81.19 1) Bins left on Footway: Cllr Wakeman reported that bins left on the footway for in excess of 2 days would be removed, and that letters had been sent to residents accordingly. 115.19 Minutes of the Parish Council Meeting held 1st October 2019: The minutes were proposed by Cllr Williams as a true record, seconded by Cllr Akeroyd and signed by the Chairman. 116.19 Confidentiality: None 117.19 Items reported by the Clerk: 92.17 1) Public Conveniences: A letter had been received from Total Gas and Power requesting details of the change of occupancy. The Clerk was requested to respond accordingly. 32.19 2) Roundabout in Hall Orchard: Mr Chris Bettney is undertaking this repair. 32.19 4) Dog signs in Hall Orchard, Sign on Hall Orchard Gate and other signs: A site meeting will be arranged to decide where signs are to be located. 32.19 6) Trees in Churchyard: This work will take place on 14/15 November. The PCC and local resident have been informed. 44.19 6) Retention of Parish Council Documents: A form has been sent by DCC, which is in the process of completion. 47 l9 1) Email from Air Ambulance re placement of textile bank: The original clothes banks have now been removed and will not be replaced. 117.19 1) Japanese Knotweed in Cemetery: This has now been treated. 70.19 2) Lighting in Court Lane: Waterloo Housing are investigating this. 70.19 6) Additional Picnic Tables in Hall Orchard: Ongoing. 70.19 10) Junction Ashford Lane/Longstone Lane: Vegetation now cleared. 93.13 3) Christmas Trees: A quotation of £880.00 had been received from the Chatsworth Estate for 2 trees. This was considered too expensive and further quotations will be sought. 105.19 1) Quotations for grass mowing 2020/21: Quotations had been obtained and will be considered again when the parish council meet to set the 2020/21 precept in January 2020 105.19 2) Arrangements for paying-in honesty box takings: Arrangements have now been made for the honesty box takings for the conveniences and car park to be paid into the parish council account via the Ashford post office. 106.19 2) Dam in River Wye: The Environment Agency had requested a photograph. Cllr Windle agreed to supply this once the river has subsided sufficiently. 117.19 2) Bin on Sheepwash Bridge: A new bin has now been installed. 117.19 3) Emails from member of the public re Ashford War Memorial Institute: Ongoing. 117.19 4) Annual Governance and Accountability Return: The External Auditor Certificate has been received from PKF Littlejohn LLP, certifying that the parish council accounts for 2019/20 are in accordance with Proper Practices. 118.19 Items raised by Members: 118.19 1) Salt Bins: Cllr Taft confirmed that he is arranging for the salt bins to be refilled. 119.19 Planning Matters:1) Decision: 3 Ashford Lane – Granted subject to conditions 120.19 Financial Matters Bank Balances Noted:1) Business Reserve Account: £22,174.56Current Account: £250.00 2) to approve payments of accounts:

121.19 Correspondence: 121.19 1) BT Consultation letter re decommissioned telephone boxes: The parish council agreed to adopt the Ashford telephone box at the cost of £1. 122.19 Date of Next Meeting: The next meeting will be will be held on Tuesday 3rd December 2019 commencing at 7.30 pm in The War Memorial Institute.
