MEETING  HELD ON THURSDAY 15TH DECEMBER 2016 IN ASHFORD SCHOOL Present:          Cllr D Windle, Cllr R McGoverne (for first part of meeting only),  Cllr V Sidery, Cllr R Spinks, Cllr B Taft,  Cllr P Tillbrook, Cllr J Twigg (for first part of meeting), Mrs A Fox (Clerk)Mr & Mrs Thornhill of Longroods Farm 118.16             Apologies for Absence: Cllr R Akeroyd, Cllr T Williams, Cllr A Hill,Cllr P Tillbrook 119.16             Declaration of Members’ Interests: None 120.16             To receive and approve requests for dispensations from members on matters in which they have a Disclosable Pecuniary Interest: None 121.16             Public Participation: Cllr Twigg agreed to arrange for Vicarage Lane to be swept prior to Christmas if possible, and also to arrange a site meeting regarding the road bollards at the entrance to the village.  It was also confirmed that Liz Partington is the Flood Officer at DCC. Mr & Mrs Thornhill were asked whether they intended to use Longroods Farm for commercial purposes, but they responded that their planning applications related to conversions for family use only. 122.16             Minutes of Parish Council Meeting held 4th October 2016: The minutes were proposed by Cllr Spinks as a true record, seconded by Cllr Sidery and signed by the Chairman. 123.16             Confidentiality: None 124.16             Items reported by the Clerk: 55.16 3)           Defibrillators: A training session will be arranged in the new year. 76.16 1)           Trees on Vicarage Lane and Hall Orchard: A response is still awaited from David Frost of the Peak Park Authority. 77.16 1)           Flood Committee Meeting: A Flood Committee Meeting was held on 24th November.  It was reported that the trailer keys do not fit and that the trailer also needs servicing.  The Chairman confirmed that an article would be appearing in the January parish magazine asking parishioners to make contact if they would require assistance in the event of a flood incident.  The Chairman also reported that the Flood Meetings arranged for 7th December and 14th December had been unavoidably cancelled and had been re-arranged for Wednesday 18th January.  It was agreed that sand bins would be located in Court Lane Car Park and at Highfields and Cllr Taft agreed to investigate the cost of these and send details to the Chairman in time for the meeting on 18th January.88.16 3)           Christmas Tree: Erected. 89.16 a)           Public Conveniences: Cllr Taft reported that the tiles have been repaired, but the painting has not been completed as yet. 89.16 b)           Trinity Cottage, Hill Cross: Response received. 100.16 1)         Quotations for grass mowing 2017/18: The Clerk was requested to email the quotations to all parish councillors so that a decision could be made at the January meeting. 104.16 1)         Bus Shelter: Refurbishment ongoing. 124.16 1)         Transfer of Parish Council Minute Books to Derbyshire Records Office: It was agreed that this would be discussed again at the January meeting. 124.16 2)         Letter from Peter Milner re Feasibility Report for Ashford School: The Chairman reported that he was meeting Mr Milner on 16th December. 124.16 3)         Email from Stew Brown re Community Safety: It was felt that this was not appropriate for Ashford in the Water. 113.16 1)         BT Phone Box: The Clerk reported that, as agreed, she had confirmed that the parish council would prefer to maintain the phone box as a working phone, but if this is not possible, the parish council would wish to adopt the phone box at the cost of £1. 113.16 2)         Maintenance of Play Equipment: The Chairman and Cllr Spinks agreed to arrange an inspection date. 124.16 4)         Parish Precept: The Clerk reminded the meeting that the parish precept would require to be submitted before end January 2017. 125.16             Items reported by Members: 125.16 1)         Dead Tree and Fallen Branch on Daybell’s Bank: The Clerk was requested to contact Earl Yeomans (tree surgeon) and ask him to contact the Chairman to arrange a site meeting. 125.16 2)         Seat in Play Area, Hall Orchard: The seat donated by Mr Dinley is now in situ.  The Clerk was requested to contact Mrs Pennie Dixon to find out when she will be visiting Ashford so that the Chairman can meet her on site. 125.16 3)         Provision of Storage Bins for sand and supply of sand: Cllr Taft investigating. 125.16 4)         Extra sweep clean in Vicarage Lane: Cllr Twigg arranging. 126.16             Planning Matters:  1) Application: Long Roods Farm (Conversion of agricultural building to ancillary swimming pool and home office) – The parish council have no objection to this application.  2) Application: 4 Court Lane (proposed alterations and extension to dwelling) – The parish council have no objection to this application.  It is assumed this application supersedes and negates an earlier application for ‘change of use to holiday let’ which has just been approved at appeal (App/M9496/C/16/3151187) dated 12 12 16. 3) Application: Greenfields Farm (Change of use from barn to dwelling): The parish council have no objection to this application.  However, it will be important to ensure that the public footpath and right of way is not compromised. 4) Application: Thornbridge Outdoors (Listed building consent): The parish council have no objection to this application. 5) Application: Clifton House (Erection of wooden, part-glazed shed in garden): The parish council have no objection to this application. 6) Application: Mill House (alteration to approved plans to relocate internal staircase): The parish council have no objection to this application. 7) Application: Mill House (listed building consent): The parish council have no objection to this application. 8) Decision: Park House, Ashford Lane (provision of shepherd huts): Refused. 9) Decision: Land at Horse Lane, Monyash (erection of
