ASHFORD-IN-THE-WATER PARISH COUNCIL Clerk: Mrs A J FoxDerwent Cottage, Calver Bridge, Calver, Hope Valley S32 3XATelephone: 01433 631689Email: angelafox@btinternet.com MINUTES OF THE PARISH COUNCIL MEETING  HELD ON THURSDAY 23rd FEBRUARY 2017 IN ASHFORD SCHOOL Present:          Cllr D Windle, Cllr R McGoverne, Cllr V Sidery, Cllr R Spinks, Cllr B Taft,Cllr P Tillbrook, Cllr J Twigg (for first part of meeting), Mrs A Fox (Clerk) 13.17               Apologies for Absence: Cllr R Akeroyd, Cllr T Williams 14 .17              Declaration of Members’ Interests: None 15.17               To receive and approve requests for dispensations from members on matters in which they have a Disclosable Pecuniary Interest: None 16.17               Public Participation: The first part of the meeting was attended by Mr Phil Riley and his colleague, who will be undertaking the grass cutting for the village in 2017/18, and some discussion took place regarding the mowing requirements for the village. 17.17               Minutes of Parish Council Meeting held 19th January 2017: The minutes were proposed by Cllr Taft as a true record, seconded by Cllr Spinks and signed by the Chairman. 18.17               Confidentiality: None 19.17               Items reported by the Clerk: 76.16 1)           Trees on Vicarage Lane and Hall Orchard: It was reported that a large branch has fallen off a tree in Vicarage Lane and that other trees may be in similar danger.  The Clerk was requested to inform Dales Housing. 77.16 1)           Flood Committee Meeting – 27th February: A further meeting has been arranged for 27th February and will be reported at the next meeting. 89.16 a)           Public Conveniences: The paint has been delivered and Cllr Taft reported that the necessary painting work will be arranged. 104.16 1)         Bus Shelter: Refurbishment completed. 113.16 2)         Maintenance of Play Equipment: The Chairman and Cllr Spinks agreed to arrange an inspection date.  The Clerk was requested to arrange for an inspection of the play equipment by the Company who undertook this last time. 125.16 1)         Dead Tree and Fallen Branch on Daybell’s Bank: Work completed. 125.16 2)         Seat in Play Area, Hall Orchard: The Chairman reported that he had met with Mrs Pennie Dixon and that it had been agreed to locate the donated seat behind the swings. 125.16 3)         Provision of Storage Bins for sand and supply of sand: Cllr Taft investigating. 08.17 1)           Increase in Parish Councillors: Information had been received from DDDC regarding increasing the number of parish councillors from 7 to 8, but as this appeared a complex process, it was decided not to proceed. 19.17 1)           Allotment Vacancy: Mrs Edmonstone has informed the parish council that she no longer wishes to rent the allotment.  It was agreed that the allotment would be offered firstly to Ann Ashcroft as Ann had expressed an interest previously. 19.17 2)           Signage Advertising – Email from Reverend Glover: It was agreed that enquiries would be made regarding erection of a brown sign on the A6.  Cllr Tillbrook agreed to inform the Clerk of the appropriate person to approach at DCC. 19.17 3)           Derbyshire Police and Crime Commissioner Engagement Opportunities: It was agreed that the Police and Crime Commissioner should be invited to a parish council meeting. 19.17 4)           Email from DDDC re Public Space Protection Orders: The parish council wishes to keep the same Order as previously. 20.17               Items reported by Members:  20.17 1)           Ashford Fete: Cllr McGoverne reported that the fete would not be taking place this year. 21.17               Planning Matters:  1) Application: The Rookery – The parish council are in agreement with this application, providing all work undertaken is sympathetic to the existing building and will not damage its integrity.2Decision NP/DDD/1216/1122 – Old Bakery Cottage: Granted subject to conditions.3) Decision NP/DDD/1116/1150 – Clifton House: Granted subject to conditions.4) Decision NP/DDD/1116/1143 – Thornbridge Outdoors: Granted subject to conditions.5) Decision NP/DDD/1216/1195 – The Mill: Granted subject to conditions6) Decision NP/DDD/1216/1192 – The Mill: Granted subject to conditions. 22.17               Financial Matters Bank Balances Noted:         Â1)         Business Reserve Account:                                                           £18,586.77Current Account:                                                                               £250.00
