ASHFORD-IN-THE-WATER PARISH COUNCIL Clerk: Mrs A J FoxDerwent Cottage, Calver Bridge, Calver, Hope Valley S32 3XATelephone: 01433 631689Email: angelafox@btinternet.com MINUTES OF THE PARISH COUNCIL MEETING HELD ON THURSDAY 19th JANUARY 2017 IN ASHFORD SCHOOL Present:         Cllr D Windle, Cllr V Sidery, Cllr R Spinks, Cllr B Taft,Cllr H Froggatt, Cllr P Tillbrook, Cllr J Twigg (for first part of meeting),Mrs A Fox (Clerk) 01.17              Apologies for Absence: Cllr R Akeroyd, Cllr T Williams, Cllr A Hill, 02 .17             Declaration of Members’ Interests: None 03.17              To receive and approve requests for dispensations from members on matters in which they have a Disclosable Pecuniary Interest: None 04.17             Public Participation: Cllr Twigg agreed to arrange for further drain cleaning. Cllr Tillbrook agreed to arrange for the whole village to be swept. Cllr Twigg reported that DCC are unwilling to take any further action regarding the road bollards at the entrance to the village. 05.17              Minutes of Parish Council Meeting held 15th December 2016: The minutes were proposed by Cllr Taft as a true record, seconded by Cllr Spinks and signed by the Chairman. 06.17              Confidentiality: None 07.17             Items reported by the Clerk: 55.16 3)          Defibrillators: A training session will be arranged in the spring. 76.16 1)          Trees on Vicarage Lane and Hall Orchard: A meeting with Dave Frost is in the process of being arranged. 77.16 1)          Flood Committee Meeting held 18th January: The Flood Resilience Plan has been modified. A further meeting is to be arranged in February. 89.16 a)          Public Conveniences: The Clerk was requested to inform DDDC that anti-fungal paint is required, and that gloss paint is required for the woodwork, doors and window frames. 100.16 1)        Quotations for grass mowing 2017/18: A quotation of £3,750.00 was accepted from Mr Philip Riley. It was agreed that Mr Riley would be invited to the February parish council meeting in order to meet the parish council. 104.16 1)        Bus Shelter: Refurbishment ongoing. 124.16 1)        Transfer of Parish Council Minute Books to Derbyshire Records Office: It was agreed that a list would be made of the documents to be archived. 124.16 2)        Letter from Peter Milner re Feasibility Report for Ashford School: The Chairman reported that Mr Milner had enquired about the usage of Ashford School and that, for the present, the School would continue to be used as previously. 113.16 2)        Maintenance of Play Equipment: The Chairman and Cllr Spinks agreed to arrange an inspection date. 124.16 4)        Parish Precept 2017/18: A parish precept of £11,620.00 was agreed, as per attached schedule. It was agreed that an advertisement would be placed in the next parish magazine offering the opportunity to update the parish council website as required and at a remuneration to be agreed. 125.16 1)        Dead Tree and Fallen Branch on Daybell’s Bank: It was reported that Earl Yeomans is undertaking this work. 125.16 2)        Seat in Play Area, Hall Orchard: It was agreed that the Clerk would contact Pennie Dixon once again to arrange a meeting to discuss donation of a seat. 125.16 3)        Provision of Storage Bins for sand and supply of sand: Cllr Taft investigating. 08.17              Items reported by Members: 88.16.3)          Christmas Tree: The Clerk was requested to write to Mr Hunt to thank him for the loan of the telehandler, and to Mrs Blackwell for the electricity supply. 08.17 1)          Increase in Parish Councillors: The Clerk was requested to enquire whether it would be possible to increase the number of parish councillors from 7 to 8. 09.17              Planning Matters: 1) Application: Old Bakery Cottage, Fennel Street – The parish council has no objection to this application. 2) Decision: Long Roods Farm – Granted subject to conditions. 10.17             Financial Matters Bank Balances Noted:         Â1)        Business Reserve Account:                                                        £19,190.15Current Account:                                                                              £250.00
