ASHFORD-IN-THE-WATER PARISH COUNCIL Clerk: Mrs A J FoxDerwent Cottage, Calver Bridge, Calver, Hope Valley S32 3XATelephone: 01433 631689Email: angelafox@btinternet.com MINUTES OF THE PARISH COUNCIL MEETINGHELD ON THURSDAY 24th MARCH 2016 IN ASHFORD SCHOOL Present: Cllr D Windle, Cllr R Akeroyd Cllr R McGoverne, Cllr B Taft, Cllr V Sidery,Cllr R Spinks, Cllr T Williams, Cllr J Twigg (first part of meeting),Cllr H Froggatt, Cllr P Tilbrook, Mrs A Fox (Clerk) 23.16 Apologies for Absence: Cllr A Hill 24.16 Declaration of Members’ Interests: None 25.16 To receive and approve requests for dispensations from members on matters in which they have a Disclosable Pecuniary Interest: None 26.16 Public Participation: None 27.16 Minutes of Parish Council Meeting held 18th February 2016: The minutes were proposed by Cllr Williams as a true record, seconded by Cllr Sidery and signed by the Chairman. 28.16 Confidentiality: None 29.16 Items reported by the Clerk: 32.15 9) Parish Council Website: Gareth Pugh had confirmed that a new domain name would cost around £6 per year. It was agreed that further information regarding a .gov.uk domain would be sought before making a final decision. 110.14 2) Damaged Antique Lamp Post: Cllr Twigg agreed to investigate. 32.15 6) Repair of Playground Equipment: Currently taking place. 89.15 10) Bank Mandate: Cllr McGoverne is actioning this. 114.15 6) Seating in Hall Orchard: Mr Bill Dinley had kindly offered to donate a memorial seat. The Clerk was instructed to thank Mr Dinley and to request further details regarding the design etc. 135.15 11) Flood Committee: Cllr Windle reported that he had recently met with Emily Hutchinson and a provisional date for the public meeting had been arranged for 11th May. Cllr Windle had booked the Institute and Emily will be publicising the meeting. 125.15 2) Road Sign to Monsal Head: Cllr Twigg has actioned this. 136.15 2) Tree at Highfields: The Clerk was asked to contact Dales Housing and request that they complete the work by removing the remaining branch from the tree. 18.16 1) Funding Application Form re Transparency Fund: The Clerk had completed the application form requesting a scanner and this will now be submitted. 19.16 1) Damage to Playing Field: Repair is ongoing. This will be monitored. 29.16 1) Audit of 2015/16 Accounts: The Clerk reported that the 2015/16 accounts have to be submitted to Grant Thornton by 10th June. It was agreed that Mr John Foster of West and Foster would be asked to carry out the internal audit etc. 29.16 2) Increase in Wheeled Bin charges: The charge for the 360 litre wheeled bin in the cemetery will increase from £7.50 per empty to £7.75 per empty from 1st April. This was agreed. 29.16 3) Annual Parish Meeting: Scheduled for Thursday 14th April at 7.30 pm, followed by the parish council meeting. 30.16 Items reported by Members: 30.16 1) Post Box, Court Lane: The Chairman reported that the post box on Court Lane had been sealed up because it had begun to leak and mail had been damaged. It was agreed that a posting facility is necessary in this part of the village so that if the existing post box cannot be repaired, a new one will be required in the vicinity. 30.16 2) Memorial Trees on Daybells Bank: The Chairman reported that these trees have been chopped. The relatives had been informed. 30.16 3) Parking – Hill Cross: Following a recent road traffic accident caused by dangerous parking on Hill Cross, it was agreed that DCC would again be asked to come and inspect this area. Cllr Williams agreed to take some photographs and send to the Clerk as supporting evidence. 31.16 Planning Matters: 1) Application: South Lodge, Thornbridge: The parish council have no objection to this application. 2) Enforcement Notice: 4 Court Lane – Breach of planning control. 32.16 Financial Matters 1) Bank Balances Noted:Business Reserve Account: £19,007.44Current Account: £1,420.00 2) To approve payments:

- b) DDDC Grass cutting reimbursement £1,020.00

33.16 Correspondence 1) Letter re Commemorative Medal re HM Queen Elizabeth’s 90th Birthday: It was decided not to proceed with this, but that a flag would be acquired to commemorate the event. Cllr McGoverne agreed to obtain a suitable flag. 2) Email from James Leyland Willows re Catering Caravan in Ashford: This was unanimously considered to be inappropriate as mobile traders are not allowed in the village and catering facilities are already available. The Clerk was requested to respond accordingly. 34.16 Date of Next Meeting: The next parish council meeting will follow the Annual Parish Meeting, which will take place on Thursday 14th April 2016 at 7.30 pm in Ashford Old School Rooms. Apologies were received from Cllrs Twigg and Froggatt. Cllr Tilbrook confirmed she would be available to attend.
