MINUTES OF THE PARISH COUNCIL MEETING
HELD ON TUESDAY 19th NOVEMBER 2015 IN ASHFORD SCHOOL
Present: Cllr D Windle, Cllr R McGoverne, Cllr R Spinks, Cllr B Taft , Cllr Val Sidery, Cllr T Williams, Cllr J Twigg, , Mrs A Fox (Clerk)

120.15 To receive and approve requests for dispensations from members on matters in which they have a Disclosable Pecuniary Interest: None
121.15 Public Participation: Emily Hutchinson of The National Flood Forum attended the first part of the meeting. It was agreed that more volunteers are required and the Flood Committee urgently needs to recruit new members. It was agreed that an article would be put in the parish magazine and on the notice board to encourage new members to come forward. Following this, a further meeting will be arranged in the year when Emily will assist with drawing up a flood plan.
It was acknowledged that the drainage work at Highfields had been unsuccessful and Cllr Twigg agreed to arrange a site meeting.
122.15 Minutes of Parish Council Meeting held 22nd October 2015: The minutes were proposed by Cllr Spinks as a true record, seconded by Cllr Williams and signed by the Chairman.

114.13 Automatic External Defibrillators: No further reports
32.15 9) Parish Council Website: The website is progressing. Cllr Williams agreed to provide a suitable photograph.
31.15 1) Insurance Policy: Valuation of the list of items compiled by the Chairman is ongoing.
110.14 2) Damaged Antique Lamp Post: Arrangements are ongoing. Cllr Taft will report at the next meeting.
32.15 6) Repair of Playground Equipment & Playground Inspection: Environplay Ltd had been asked to carry out the playground inspection at a cost of £30. The inspection is imminent.
89.15 9) Outstanding Paperwork: Register of Interests form was requested from Cllr Akeroyd.
89.15 10) Bank Mandate: Still awaited from Cllr McGoverne.
101.15 8) Christmas Tree: The Christmas tree had been delivered in error to the Clerk’s address. The Clerk was requested to request recompense for the additional cost involved in transporting the tree to Ashford.
114.15 6) Seating in Hall Orchard: It was agreed that 2 wooden benches would be ordered from Torne Valley at an approximate cost of £160.00 each.
124.15 10) Grass Cutting 2016: It was agreed that the Clerk would obtain a quotation from Chris Whitham.
124.15 11) Parish Precept 2016/17: The Clerk reminded the parish council that the parish precept would be required in January, although no request had been received as yet.
125.15 Items reported by Members:
125.15 2) Road Sign to Monsal Head: It was agreed that a rustic sign 3” square pointing to Monsal Head with arrow, would be purchased.
125.15 3) Lime Trees in Hall Orchard: Cllr McGoverne agreed to ask Paul Carrington to inspect these and to ask John Carrington to erect some emergency safety fencing.
125.15 4) Boundary Wall attached to the Sheepwash Bridge: It was reported that this is in poor state of repair and requires maintenance. The Clerk was requested to contact English Heritage.
126.15 Planning Matters:
a) Application: Moorfield Farm, Flagg – Consent for 5 year retention of the existing dwelling: The parish council has never previously objected to this.
b) Application: The Grange – Alteration to barn/conversion: The previous comments of the parish council still stand.
c) Application: Bull’s Head Hotel – Removal of existing kitchen extraction and replace with new: The view of the parish council is that the fixture is to the rear of the building and the new extract duct system is smaller and less incongruous.
